Road LUDC 1965/67 Central Electricity Research Laboratories [CERL] These are new buildings set in parkland, but CERL is not a newcomer to industrial research. In 1932 investigations began on high voltage transmission problems associated with the National Grid System. In 1940 this work was transferred to a laboratory in Kingston Road, which was the start of the Central Laboratories at Leatherhead. In 1958 plans were approved for much larger laboratories on the Cleeve Road site where the experimental high voltage transmission line had been operated since 1950. The new buildings were officially opened by the Minister of Power in 1962. The laboratories carry out research into the solution of problems which arise in the generation, transmission and distribution of electricity, but more particularly they are engaged in looking many years ahead and anticipating the many problems likely to arise from the rapid and continuous increase in the demand for electricity. There are five research Divisions: High Voltage; Physics (including Electronics); Engineering (Mechanical, Chemical and Civil); Chemistry and Biology; Materials (including Metallurgy and Ceramics), with a total staff of 750 |

The Chairman of the present Company, Ken Wigley started business in a small way prior to the Second World War, as a Motor and General Engineer and he continued these activities when he returned from war service. In 1953 Harold Buskell, now Managing Director, joined Ken Wigley and in 1957 K. R. Wigley & Co. Ltd., was formed as Development and Manufacturing Engineers. This Company today has a wide diversity of activities. Apart from a considerable amount of Sub-contracting, Machining and Fabrication which is done for local Manufacturers, the Company also manufactures Gas Fired Equipment for Agricultural and Industrial Drying and Paint Stoving and carries out Modification of the “Mini” and “Cortina” Saloon cars to Coupés to fill a gap in the Motor Car market. Associated companies have been formed to act as Marketing Organisation for these products. The original connection with the Motor Industry is further maintained by the private and commercial vehicle servicing and repair garages which the Company still operates. |

This company which celebrated its Diamond Jubilee Year in 1961, controls a diversity of manufacturing and marketing interests, has its headquarters at Goblin Works, Ermyn Way, Leatherhead. Surrey Water Co. Leatherhead Pumping Station New Works 1935 Guildford Road KT22 9DR (at junction of Guildford Road, Bridge Street, and Waterway Road). The Leatherhead and District Water Co. had been established in 1883, when an Act of Parliament was granted which created the company, and authorised them to build wells and a pumping station on land close to the River Mole and the London, Brighton and South Coast Railway, in the parish of Fetcham. This was connected by a pipeline to two service reservoirs, both in Leatherhead, which were used to supply water to Leatherhead, Ashtead, Mickleham, Fetcham, Great Bookham, Little Bookham, Stoke D'Abernon, Church Cobham and Street Cobham, now both part of Cobham. They also drew water from a borehole in Waterway Road, where the original buildings lasted until 1992, when they were demolished to make way for housing. Leatherhead became the next area to join East Surrey Water, when it was taken over in 1927. The enabling Act extended East Surrey Water's area of supply to include all of the area then supplied by Leatherhead and District Water, and also included the village of Effingham. A large pumping station was built in the 1930s, next to the original Waterway Road works, which was equipped with diesel pumps to transfer the water to the new Elmer Works on Hawks Hill. Diesel engines were subsequently replaced by electric motors. Elmer Works is labelled a water softening works on the 1935 OS map. The source of water for the Leatherhead pumping station is still a series of ten artesian wells near the millpond at Fetcham. TRADES RESEARCH ASSOCIATION
PATRA stands for the Printing,
Packaging and Allied Trades Research Association. The
Association employs a staff of over 120 and has laboratories in
Randalls Road on the western outskirts of Leatherhead—three
minutes’ walk from the Southern Region station, eight minutes’
from the town centre. PATRA moved here from London in 1948, and
since then has added a packaging wing and—most recently—an
engineering extension to the three-storey block with which they
started.
PATRA is engaged by printing and packaging firms who need scientific help. This can mean anything from advising whether a certain paper is too acid to be printed with a certain ink to “ field studies ” on how sacks are handled on their way from factory to customer ; or from making sure that books for tropical countries are termite-proof to consultations with banks on magnetic ink printing for cheques. The engineering section, added in 1964, is designed to bring new skills and new ideas to the mechanical side of the industries. Printing by air pressure, finding why moving parts of machinery are not always in step, recommending the best type of power drive for a new installation—these are some of its fields of activity. A streamlined workshop develops prototypes of the latest of a long series of PATRA instruments which firms buy for on-the-spot production and quality control. To join PATRA, firms pay a subscription according to their size; the Government pays a proportional grant as well. Colleges and trade unions can also become members; PATRA offers them a comprehensive information service, including a unique technical library, abstracting and translating services, and a steady flow of periodicals and reports from the laboratories. PATRA’s work is realistic ; it is always based on what the industries need. Thanks to the national emphasis on fundamental research in recent years, most of the basic knowledge is available ; PATRA’s job is to put it into practice—to show how methods, machinery, working habits can be changed to produce higher quality for less waste of materials and human effort. |

THE BRITISH COAL UTILISATION RESEARCH ASSOCIATION Part of the BCURA site, with the ECA buildings in background Formed in 1938 to “ promote
research and other scientific work in connection with the
utilisation of coal ”, B.C.U.R.A. is one of the largest of the
Government-aided, autonomous, industrial research associations.
It was the first to come to Leatherhead, the twenty-acre site in
Randalls Road having been acquired in 1943. As building
restrictions allowed, the laboratories were gradually brought to
Leatherhead and in 1953, with the completion of the Domestic
Appliances Building, all the work was concentrated on the one
site.
B.C.U.R.A. is supported by (and links together) the nationalised industries (coal, gas, electricity, and transport), coal distributors and over one hundred other individual firms and trade associations ; the Association thus occupies a focal position in coal research aimed both at raising the efficiency of conventional utilisation methods and also at devising and exploiting new processes and industrial uses. B.C.U.R.A.’s. main activities are grouped around problems of combustion and concern many aspects of burning coal, ranging from the operation of large power stations down to that of domestic central-heating boilers, small pipe central heating having been pioneered by B.C.U.R.A. and tried out in the Leatherhead district several years ago. The research investigations demand sophisticated techniques and are fully supported by fundamental studies. Many visitors are received from home and abroad, and in 1960 the Association was honoured to welcome H.R.H. The Duke of Edinburgh. |

Road LUDC 1965/67 THE ELECTRICITY COUNCIL TESTING AND DEVELOPMENT LABORATORIES The E.D.A. Testing House, by which name the Electricity Council Testing and Development Laboratories was formerly known, was established in 1948 by the British Electrical Development Association. Its purpose was then to provide testing facilities for the Advisory Committee on Electrical Appliances and Accessories, which had just been formed. This body, which is still functioning, was founded jointly by the E.D.A. and the British Standards Institution in order to keep an eye on the large quantity of new electrical appliances which were coming on the market after the war, and to ensure that they reached a reasonable degree of safety. Once the Testing House was established it was called upon to assist the Electricity Boards in testing appliances that they were to sell in their showrooms and the work developed so rapidly that by 1950 it had become obvious that the small premises in Savoy Street, London, were no longer sufficient and the new building at Leatherhead was started. This was officially opened in 1953. Since that date the Testing work has continued to grow as the demands of services from various organisations increased. Since 1952 E.D.A. has published annually a list of appliances which have been satisfactorily tested at Leatherhead, and in 1956, with the publication of the British Standard for electric blankets, the British Standards Institution commenced to operate a kite mark scheme for these appliances, for which purpose all blankets had to be tested at Leatherhead. By 1960 the public had become more “ consumer protection ” conscious and it was felt that a centralised national approval body was desirable. Accordingly the British Electrical Approvals Board for Domestic Electrical Appliances (B.E.A.B.) was established, with offices in Kingston-upon-Thames. The Approvals Board grants an approvals certificate and its kite shaped seal of approval and its yellow and black swing label, are now becoming increasingly common on domestic appliances, all of which must have been tested at Leatherhead for compliance with the appropriate British Standard before they can be licensed to show the seal and the label. The E.D.A. Testing House was also very heavily involved in international discussions with a view to formulating common Standards throughout Europe and the World, and in 1963 it was felt that the importance of the work, both nationally and internationally had become so great that it would be better for the Testing House to operate as part of the nationalised Electricity Supply Industry. Thus on the 1st June, 1964, the E.D.A. Testing House became the Electricity Council Testing and Development Laboratories. These laboratories consist of a main building of 100,000 square feet, a separate high voltage laboratory of 35,000 square feet, radiographic laboratory, staff restaurant and recreation building, and Workshops and Stores facilities. A well-equipped lecture theatre is provided for many national and international scientific meetings. The frontage of the building, the lecture theatre and the pond for cooling water and fire-fighting combine to form an attractive architectural feature. |

Road LUDC 1965/67 THE BRITISH FOOD MANUFACTURING INDUSTRIES RESEARCH ASSOCIATION The B.F.M.I.R.A. moved into its Randalls Road Laboratories during 1950, three or four years after its formation by the amalgamation of two earlier food research Associations which had been situated in Holloway since the 1920’s. At that time the graduate research staff numbered twenty-seven. Today there are forty graduates and the total staff numbers around ninety-five. B.F.M.I.R.A. conducts research into all types of manufactured foods except flour milling, baking, dairy products, and fruit and vegetable canning, which are the concern of three other Research Associations. Thus the work of the Association is directed towards problems conducted with the raw materials, process of manufacture and distribution and storage of chocolate and sugar confectionery, meat and fish products, jam, pickles and sauces, cooking fats including margarine, bakers’ prepared materials and a range of miscellaneous products, such as soft drinks, potato crisps, table jellies, salted nuts, and suchlike. In addition to Laboratory staff, the Association maintains a substantial Library and Information Service, a Liaison and Advisory Service and, of course, the necessary office and general administration staff. |

This Company came to Leatherhead in 1961 and since that time has continued the policy of expanding its range of products in the field of Industrial Electronic Controls. In addition to the wide range of standard products now available together with the high quality Sanken Semiconductor components which they represent in this country, the Company also offer a specialist design and manufacturing service to industry. This has led to a number of complex automation schemes being installed by some of our country’s leading companies. These schemes are designed to meet the needs of the particular company concerned—in other words they are “ tailor made ” to overcome the production problems of each installation whether large or small, but at all times the aim has been to carry them out with a minimum of capital outlay. In addition to its operations in the Industrial field the company has recently introduced equipment for the domestic user. Firstly: an automatic lighting control which will switch porch lights or other artificial lighting ON and OFF according to the level of daylight intensity and secondly: a Burglar Alarm Kit which can easily be installed by the householder to give warning of intruders. 16 Upper Fairfield Rd (Fairfield Works) Kelly's 1950 Buchanan & Curwen Ltd electrical engineers (Fairfield works) In 1895 two apprentices at Bristol based electrical contractors Drake and Gorham decided to set up their own business. Upon completion of their training, Harry Buchanan and Charles Curwen joined forces and Buchanan opened an office in Bristol while Curwen moved to London to open the Head office in Victoria Street. In 1907 a further branch was opened in Leatherhead bringing leading edge design and installation services to homes, businesses and industrial premises. This highly successful venture saw the creation of Buchanan & Curwen Group, an umbrella under which the company could promote its individual expertise in electrical systems. Facilities are provided for severely disabled persons whereby they may fir themselves for normal employment on equal terms with the able-bodied in organised industry. Donations and Subscriptions are urgently required to enable this voluntary work of training to continue. Help to make the disabled able. |
